What gets counted as a user for SafeNet/400?

A user is counted if the user has been granted access/rights to a specific server in SafeNet/400. You must grant a user authority to a server only if they need to use the server. This happens when a server is set to a control level that is high enough to consider user access rules.

If you are not restricting a Server, then you would NOT have to enroll any users who would use ONLY that Server. An example of this could be a Client Access user who just uses terminal sessions. If you are restricting a server from all users, then you don't have to enroll any users for that Server. The Server is completely restricted for ALL users.
